Proposed rule 2026-22592

Air Plan Approval; District of Columbia; Enhanced Vehicle Emission Inspection and Maintenance (I/M) Program Revision and Basic I/M Program Certification for Moderate Nonattainment Areas Under the 2015 Ozone NAAQS

The Environmental Protection Agency (EPA) is proposing to approve a State Implementation Plan (SIP) revision submitted by the District of Columbia (DC, or the District). This revision incorporates regulatory updates made to the District's Enhanced motor vehicle emissions inspection and maintenance (I/M) program since the EPA's last SIP approval. The SIP revision also serves to certify that the District's existing Enhanced I/M program meets Clean Air Act (CAA) requirements for a Basic I/M program for the District's portion of the Washington, DC-MD-VA nonattainment area (the Washington nonattainment area) for the 2015 Ozone National Ambient Air Quality Standard (NAAQS).
