A member, delegation, or member-choice filter matches one source-supplied member row carrying all selected conditions. A missing member row is not recoded as absent, present, or not voting.
A topic filter reaches a vote only through its exact cached bill key and an exact Congress.gov or Open States taxonomy value. Vote-question text is not used as a substitute topic.
The federal comparison subtracts source-supplied Yea and Nay totals. It excludes state votes and missing federal tallies and does not infer whether a vote was close to its applicable threshold.
